Nearly 3.4 million policyholders nationwide — including 2,133 San Leandro homes — now benefit from a floodplain management program run by FEMA's National Flood Insurance Program, which rewards communities that voluntarily take steps to reduce flood risks and increase the effectiveness of flood insurance protection. But for a city of San Leandro's size — and its low potential of flooding — the steps it took illustrate a necessary move in literally putting the city on the map.
